Thomas Willoughby, age 54, of Norwalk, was arrested on Monday, March 29, by New Canaan Police on a warrant for the incident which took place in September, said Lieutenant Jason Ferraro of the New Canaan Police.
According to Ferraro, during the September stop, Willoughby allegedly provided officers with a false name, was driving with expired registration, did not have a driver's license, and was driving without insurance.
Willoughby was arrested and charged with interfering with an officer and driving without a valid license. He was also later charged with failure to appear for the September stop.
He was released after posting $12,500 bond.
